Generally speaking they're implying (although they didn't outright state) that any and all modifications to GTA Online, no matter how large or small, are able to get you banned.  The FOV mod is more than likely included there.  If they start tolerating some mods but not others, it will be difficult to draw the line.  Safer to ban all GTA Online mods.

​And that's why people are making dedicated server mods.

They didn't directly answer the FOV question though, and that's what worries me.

​The default FOV gives me motion sickness. I'm used to 90+°H, not 55-60°H.
