You will need to modify your LCPDFR.INI file and insert the API key under the relevant area.

If so, open up your .../common/data/visualsettings.dat and find this:
car.defaultlight.emissive.on 10.00 (note: number may vary)
Crank that up as high as you want it.
Just know that if you crank it up too high (see spoiler) it will affect taxi signs as well.

You're using the non-ELS model with ELS. Try using the other WFT.
