these has happen few times on different areas of the map not sure was going on ?

Lack of audio files would not cause LCPDFR to crash, let alone the entire game to crash. Instead, LCPDFR would just not play the audio file. Anyway, because every copy of LCPDFR does not have these files and runs (including my own), it would not crash on only your installation.  Could you post your .log files, and any mods you are using?

Also, are you sure the crash is unique to that area? It's possible GTA IV is crashing coincidentally, or from a modification to that area.
