I don't think there's a specific set of criterion you can lay out for this, but as a general idea, if you find a law to be immoral or a violation of your rights in some way, then civil disobedience is justified. I know that's very broad but I don't think there's any better way to approach it.

What I mean is something like ummm driving red lights etc.) Speeding to get your wife to the hospital becuase she is having a baby or something. Thats just an example I have.

I understand civil disobedience as being done purposefully in an attempt to change the laws that exist. Going above the speed limit or passing through a stop sign isn't that. 

 

Lunch counter sit ins like the ones in the 1960s are a great example. They worked.

Me, if there are laws that are in violation of your human rights, there are other ways to change it besides civil disobedience.

Not always though. At least in my country, that ain't true... However, civil disobedience here will get your ass kicked. So this won't work too :D

 

In some cases what a law says and how society acts are two different things, and people just *ignore* the law. You can't obey them all..
