I just got GTA IV specifically to play LCPDFR. Do I actually have to finish the campaign to be able to do that?

Simple answer : Nope..Just start the script by pressing Alt + P

Just make sure you completed the first mission.

Answer is nope, I been playing GTAIV for years about an month after it got released. and in that time I never finished the story..

LCPD:FR can be activated any time during the story, so no you don't have to complete the game.. However you do have the complete in the Introduction Mission "The Cousins Bellic", after that you can save your game, exit and install LCPD:FR =)

As said before, you don't have to, but I would suggest doing the next mission or two that way Roman doesn't call and annoy you every time you start up from the save.

This. Do the first few missions before you pay LCPDFR. And then go into your phone and turn sleep mode on.

if you want the traffic to flow by the bridge you have to get at least to nyc missions in the middle of the story but otherwise no not raelly i mean the traffic up the top where its blocked really doesnt mean anything

Like most people said, I'd do the first mission "The Cousin Bellic", then do the first tutorial, then go to bed and save. Just so you don't have to do all that over every time you load up GTA IV.

No you just need to finish the first mission
