Okay so here are the only suggestions I can give, hopefully someone with far more experience and understanding with computers can help you out.

1.)  Try taking out the police helper and supporting mods (Coroner and Tow)  See if that helped.  I know that it may have worked fine before but if a file got corrupted then it may be causing the issue.  Just move the files to the desktop and try loading your game.  Also make sure if your running Windows 7 to right click and run as administrator.  For some reason mine kept freezing on me and now its fine as long as i do that.

2.) I remember some people with a similar issue saying the file Advancedhookinit.asi was causing their computer to crash.  Try removing that file to the desktop and see if that was it.

3.) If you have any modded cars and saved them into safehouse parking spot this would also cause your game to crash, however I don't believe that's the issue here.

If none of these work go into your main GTA directory and pull the .log files for LCPDFR, Advancedhookinit.log, Advancedhook.log so on and so forth.  If you understand how to read the .log files you may find your problem in there.  The only other thing I can think of is a memory issue but again I'm no expert in that field.  Hopefully this will help you narrow down where the problem lies.

Again I hope this helps you in some way.  If not im sorry I couldn't be more help.

Well shiver me timbers,

All your .log files seem to be in good order not sure whats causing the crash at start-up.  The only and last thing I can suggest is to pm someone who is willing to help, and uninstall all your mods and see if the game will start for you.  If not then I'm lost on what it could possibly be.

Sorry I couldn't be more help buddy  :wallbash:

Is your GTA folder unmarked from Read Only in properties? Also are you using a shortcut if so try the launcher.exe from the folder were gtaiv.exe is located. Check both programs for administer options and try auto-configuring compatibility.

Let the good times roll

In the properties it is checked. Am I suppost to uncheck it? And, I am using the launcher as administrator..

Set the gta.exe file to admin and compatibility mode too, and they should be unchecked as read only (the whole directory)

Also look at this post I did and see if you can change the directory like LMS suggests.

?do=embed' frameborder='0' data-embedContent>'?do=embed' frameborder='0' data-embedContent>>?do=embed' frameborder='0' data-embedContent>

Okay, I unchecked the read only and I will see if it will work!

I un-checked the read-me but it still keeps checking it back by itself to readme

It will always set back to being partially read only (some files are read only and some are not) because of being in Program Files. I'm going to steal this from one of LMS's posts:

but about the magically checking of read-only, that's just normal for folders on a protected path (like the  Program Files one). Therefore to minimize issues it's always a good idea to have the game running on another drive, e.g. D:.
