Okay then, so basically they're doing this to prevent pollution of plastic bags, I'am not against this law at all, seems like a good step in the right direction, let's hope this encourages people to stop littering for good, 'keep the world beautiful people'!

We are already doing this since a little while in France and Europe, but I'm glad to see that the US (one of the most polluting countries in the world) are slowly starting to wake up and reduce their pollution emissions.

Yes this is good to help prevent them from being all over the place. The funny thing is that the earth has been around for 4 billion years and has been through hurricanes, volcanoes, earth quakes, floods, and title waves and we're worried about some plastic bags? Lol

Well, all those things you quoted, such as hurricanes, volcanoes and all are natural events, caused by plenty of natural reasons. However, plastic bags are made by the human, and are toxic. They take around 450 years to degrade completely, and they poison the ground, the water, the animals. So yeah, plastic bags are pretty much a concern, like a lot of other things. Surely it's a little thing, but if we do a lot of little things, it eventually leads to something great.
