It looks like a Whelen Inner Edge Rear Facing Lightbar.

Looks like whelen based on the modules, its setup as a traffic advisor. I would just make the base and use Deco's TIR3 modules.

lol I'm sure as hell going to try XD, school is starting to pick back up & paired with work, I'm going to have very limited time to work on any projects but I'll give it a go in what time I do have

I'm pretty sure they use the FedSig Solaris ILS in those CVPI's. http://www.fedsig.com/products/193/solaris_ils could be wrong though

Yea I'm 99% sure thats what it is. There are some scenes in "Bostons Finest" where you get a good look at the back of the car. The gang unit guys drive those CVPI's in the show. So if you look for clips watch for those guys and chances are you'll get a look at the back of the car.
