My internet is intermittent and slow. It started about 3 days ago. My PC and my laptop is having the problem. I am doing a virus scan, so far nothing.
When I am idle on my desktop, the internet is fine. Once I open a browser or a program that uses internet, the problem would start.
It's making me hard to search for help on the internet, watch youtube videos, LCPDFR etc...

This happens to me.  What I usually do is go down to my router, unplug it for 15 seconds, plug it in again, and try connecting.  If that doesn't work, call your ISP and ask for an IP change.

This may be a stupid question because I'm assuming you already did this but have you tried unplugging modem/router for 60 seconds and see if that helps? For the full package you could even shut down your PC while doing this. Otherwise I'd say call your ISP. I'm now that knowledgeable about this sort of stuff, my skill for fixing the internet stops at unplugging the modem which works 100% of the time for me

You could always open up cmd and type (when there is a line break, press enter);

ipconfig /flushdns
ipconfig /release
ipconfig /renew

It will flush your name resolver cache and give you a new IP adress. Might help.
