I was doing some First Person Driving and I always wondered if moving steering wheels could actually be implemented into the game or maybe a script of some sort to do so or maybe its not possible but I was just curious.

There was an older generation Crown Vic that was being made by Teddy/Accurate Studios about 2 years ago, but it was never released. This is the only screenshot I found of it:

 

 

There is also Real Inside View (RIV), which was a really cool concept. It featured working speedometers, tachometers, and steering wheel. Unfortunately, it never really took off and only a handful of cars ever supported it (all non police).

I was just about to try RIV but I guess I can uninstall it damn it would be awesome to have this made for all vehicles

Actually, this should work with ELS v8. I did setup one of my very old car models to work with this mod, and it uses dummies from moving parts (doors, trunk, and hood) in order to make the components work. Unfortunately, this means making parts of the car non-functional, which is why I didn't do it to any other of my models.

It actually does work with ELS v8 its just G is to turn on the lights and J is to turn on the sirens
