An Easter Egg in a game is something (it's usually supposed to be funny) which was put there deliberately by the developers for the players of the game to find, just like a real Easter Egg. They usually don't do anything, but I'm sure there are some Easter Eggs that do something. :)

There are in fact many many Easter eggs in GtaIV all across the city. Some very subtle though. As far as I know that's the only one in LCPDFR. Or at least the only one that has been spotted.

Try going into a subway and catching a train. Confined underground spaces with rioting people sporting RPG's. Makes for an interesting few seconds.
