Stuck on Loading Screen [UPDATED]

So i have the latest LCPDFR, ELS 8 and a complete clan pack installed and its basically maxing out my pc.  When i launch the game i have a very high ping and its gets stuck on the loading in screen.  I know there are things i can take out or adjust to help, i just dont what they are and dont want to make a mistake without ask people who actually know what they are doing.  So id appreciate any help i can get!

Try turning these off in the ELS.ini in the GTA IV Folder. They are at the bottom of the ini.

Ai_Els_Sp = on

Ai_Els_Mp = on

I had the same problem. All I did what put in a commandline into my main directory. 

try putting this into a new text document and title it "commandline" (no quotes) and paste this into it    

 

-norestrictions 
-nomemrestrict
-percentvidmem 100
-availablevidmem 100.0 
-refreshrate 60

I wouldn't recommend that one. Consider removing either -percentvidmem 100 or -availablevidmem 100.0 as they cancel eachother out as far as I know.

Then you need to re-download ELSv8.

1(One) ELS Folder with config file called '_SLOTCONTROL'

1(One) ELS.asi

1(One) ELS Configuration file / It will not have a .ini at the end of it. it SHOULD be directly underneath the ELS.asi file.

 

Please also read the ELSv8 Documentation and the ELSv8 Manual to properly know how to set up your cars. And to properly know how to install it.

Tell me how they contradict each other? Second sets how much of the memory the game is supposed to "read", first tells it how much of that memory to use.

hm ok. let me double check my files then because the only they shouldnt be correct is if i misplace something. let me get back to you.

 

EDIT - ok there is a SLOTCONTROL file within the ELS file in the main directory. there is a ELS.asi file in the main directory with a ELS configuration file under it

 

also i figured out that i didnt have a compatible lcpdfr installed. so i fixed that and it helped a little, but it still gets stuck loading.

 

Hm, I might be wrong here actually. Nevermind :P

So i have all of those files in the directory.  I put a commandline with the following:

 

-norestrictions
-nomemrestrict
-percentvidmem 100
-memrestrict 681574400
-memrestrict 629145600
-noprecache
-novblank
-frameLimit 0
-texturequality 2
-renderquality 4
-shadowdensity 1
-viewdistance 29
-detailquality 29
-availablevidmem 27.0
 
It fixed a lot of the problems.  Gta now runs, but there seems to be some texture loss (city looks like its covered in fog) and it freezes if i access the pause screen.  Im not sure how to fix this.
