We encounter this situation sometimes-

ALPR hits on vehicle, you pull over the vehicle, and then the driver has no warrant for arrest. 

When it happens I usually just tow the vehicle and let the driver go- I feel awkward after that.

So the driver of the car is not the owner, but we can expect that the driver is acquaintance of the vehicle's owner.

So I suggest this feature: Player can ask some questions about the vehicle owner's information(residence or name, current location) to the driver. 

Then Player goes to the location, Spot the owner, Check name, And then arrest the owner. (Random events happen at this point: resisting arrest or huge shootout with the owner's group)

Like Ziva said, that would be quite hard to script. GTA IV has a lot of limitations, and isn't as random as GTA is. Everything is the same, it's not as open as V. Scripting GTA IV so that it would have matching names and warrants for an ALPR script would be like trying to throw yourself in front of a GTA IV ambulance and live. It's quite frankly just not possible.

I don't know much about the scripting at all- but I know it's very hard and the scripters are working hard for users.

Any kind of scripting for new features will be very tough. I hope just one menu to be added in investigation menu like "Ask for owner's location" and then it gives you random spot like how it works in callout.  I don't want this to be very accurate.

No, it's just that they want things to improve on before adding new things...especially not-very-needed things.
