I think your car thinks it is a Transformer. 

 

On a serious note, it could be something wrong with the model itself. I'm not model expert or anything, but that is just my guess.

But it was working fine until I tested it on multiplayer with a friend. Then that happened. Now it does this in single player and it's so frustrating :/

I think I fixed it. It doesn't happen anymore. I guess it decided to stop being bipolar.

You know it's bad when bugs goes what the fuck. lol

Uninstall it and then reinstall through Spark IV. If it was working before it should work again.

If i ever saw a patrol car like that show up behind me.. i would be speeding just to try to get the hell out of the area, because THAT will cause a lot of problems xD

 

I hope you get it fixed though, sucks when you get cars that don't work right.

It looks possessed, better call the GhostBusters.
