After I stop traffic how do I get it moving again. Also how do I get my partner to frisk peds

 

I'm assuming you press M to stop all traffic in the area. Either press M again or leave the yellow circle on the map and it will return to normal.

 

As for the partner thing I don't think they can frisk peds, I could be wrong so look through the user documentation and see what the keybinds are.
