If someone makes textures based off of a real department they can not restrict use of it. If the texture is a made up design by that person it is their idea and you would need to ask permission to use the design. The same applies for names, Los Santos, San Andreas, New York, Las Vegas and any other names from games or real life can not be restricted by a texture developer as they aren't owned by that person, however if this person made the name of the town, city, state, country or whatever else it would be that is their Idea and you would need permission to use it.

Ambient.DisableEscapedSuspectEncounter = false in the folder of lspdfr -> lspdfr (.ini)

If you want to disable it actually make it:
Ambient.DisableEscapedSuspectEncounter = true

The main issue is that once backup is on scene, they are programmed to immediately walk to the passenger side. Bejoljo would have to edit UB and how the AI respond. I love the idea of explaining it, but I don't see how this would work.  Would the backup arrive and walk to us?  How long would they stay facing us?  Would we have to start approaching the driver's side for them to move?  It seems like a lot of factors when we can just roleplay that we've spoken with our backup, something myself and many others already do.

Are you sure you just didn't leave yourself logged in and then somebody came along and f***ed with your profile when you weren't looking? That's usually what happened every time a customer brought a computer to me with that complaint, especially if it was Mac, since closing the window doesn't actually close the application in MacOS. Plus the message sent sounds like it was sent by somebody your age or younger, not by a terrorist hacker with theological motives.

While I admittedly do not know much about what really happened, why did the officer ask the woman to put the cigarette away? Also, the officer slammed the woman's head into the ground according to the video transcript.Even though the facts are not all out there yet, if the reports of brutality in the jail were true, then  I can see why she committed suicide.

Yeah, you're not wrong.  She did herself absolutely no favours, but even still.  I think this officer was poorly trained to deal with the situation like that.  I believe he has since been suspended for "violations of the department's traffic stop policy".

Kinda looks to me like the cop was totally wrong here.  He asked her to put out the cigarette, she refused.  Looks like he got pissed by this refusal and did some "step out of the car" power play.  I can't see any other reason as to why he's ordered her out of the car, and everything seems to point to it being simply an angry reaction. 
No idea what he's talking about when he says he tried to calm her down and de-escalate the situation either?  If that's his idea of de-escalation, he needs to go back to the academy, asap.

Well sir maybe it was broken. As human being we all forget to do the simple things from time to time. However I think you'll find that little reason like this have been allowing police to abuse their powers.  True story I remember being stop by some detectives 2 years ago on a routine stop and frisk. in NYC of course. They began frisking me  in which I  allowed an cooperated. One of the officers began to rub my testicles naturally I jumped because I knew that wasn't typical. When I jumped he began shouting "quit resisting" he then  use alot more force than he should have.  point is whether or not you choose to acknowledge it, police do infact abuse their powers; and alot often than they should. They suffer from all sorts of mental issue's and who wouldn't the things they have to see would do it to anyone. But something needs to be done. 

I was always surprised that in the US once a felon -- always a felon. I'd sign this thing if I was a US citizen. 

It's not your RAM that's the problem, it's your GPU. I don't know much about Radeon cards, but I highly doubt a laptop graphics card such as yours would be able to run GTA V on low if at-all.
