i am looking for a free TS 3 server not going through MY IP. any ideas on where to get one? 

I highly doubt you'll be able to find one for *free*. From what I know, TS servers do not cost a lot of money. 

As JB said. It's very unlikely that you'll find any kind of server for free as it costs the host and thus, if they gave out free hosting, they wouldn't be able to sustain themselves. The most you're likely to get for free is a trial, which varies depending on the company, some don't even offer one! I used to be in the same situation as you. What I did was looked around on the internet for cheap hosts and those who might be willing to give a slight discount. (Didn't get many though :P).

Make sure to mask your IP address if you do this.
