How did buggs get his lights that bright in this video. I know that tweaking the visualsettings.dat file can make them brighter, but  it never seems to do the trick for me, and I'm using the same Game4video ENB. Anybody know??, thanks for the support

He's using an ENB that makes everything, including ELS, brighter. I'm not sure but I think it's Game4Video.

Could be that he combines the Games 4 Video enb together with his radiance mod. 
Give that a shot and see if it improves, otherwise I can take a look in to it ( Still learning about tweaking enb's etc but i`m willing to give it a shot )
