Police3 and Noose patrol on street?

is it possible that the police3 and noose car patrol on street just like police and police2?

If you have modded the cars, yes. Generally no, but it's different from computer to computer.

Yeah, that mod is not recommended in MP. Delete it for MP games.

Traffic Spawner has nothing to do with the way the game spawns normal traffic. What it does is occasionally spawn a specific vehicle with specific peds.

orr you could just add them to cargrp file that way they dont run into walls and they will still respond

Only the first two listed police vehicles spawn naturally. You can move the models around on that line, but adding them to any other line will cause them to spawn with civilian drivers or no drivers.

no they do spawn with police officers ive done it before you have to remove them from the police line and add them to wherever you want
