What is going on? I have tried reloading scripts and everything, it still won't work? Anyone know what is wrong?

You need to use the ScripthookDotNet provided in the file. Did you manually install?

Install it manually. You just have to extract all the files from the manual installation folder into your GTA IV directory then pick an asi loader from the folder labeled "LCPDFR Install (ASI loaders)" (dsound is preferred) and put that in the same directory.
