Yep, it's "normal". 

I had an old lady blow me away with a mac10 as soon as I walked up to her car, never again will I approach without my weapon drawn lol. its only happened to me once so far, at 1st I thought something was screwed up.

Happens to me quite often. Its really bad when you pull over a bike with 2 occupants and they both pull them out on initial contact lol. I like the feature though, I think its cool cuz if you do survive they usually start to run

when it happened to me I was dead before i even realized what happened all while my partner stands there saying make it quick I'm hungry.

hahahaha xD same for me to! I always call backup when I pull over an old lady now..... xD

I don't think I ever had anyone just start shooting an Uzi right out of the window like that recently. Usually they just say something along the like "f-you!" and run off or get out of the car and start shooting like a lunatic. I think I have had it happen before in order versions though, can't recall it ever happening in 0.95RC2.

yup it happens to me. I always have my pistol out when im on a traffic stop 

It's happened to me too, but only on rare occasions.
