what is the value of car.defaultlight.emissive.on in your file? I downloaded a low spec enb and game4videos enb and they both were using 600 which is way beyond the valid range of the game. I changed it to 2 and it was normal like it should be, police and other lights shouldn't change because for the most part everyone uses near default settings for those.

they shouldn't be. its because of the visualsettings.dat file used in the enb configs. almost every version you find on this site uses the same visualsettings.dat I tried a ton of them and always got that blinding taxi sign until I figured out that the dat file is identicle

if you mean the big taxi sign on top of the taxis open common/data/visualsettings.dat and search for other emmisve lights and change car.extralight.emissive.on 10 car.extralight.emissive.off 0.05

I had an old lady blow me away with a mac10 as soon as I walked up to her car, never again will I approach without my weapon drawn lol. its only happened to me once so far, at 1st I thought something was screwed up.

your asking about it reminded me that I forgot to re-add that after restoring a backup, I just played on hour of lcdpfr and didn't have any issues with it.
