I think you can run it, barely. I'm no hardware expert but I think you can run it on medium with a low resolution. Feel free to corrrect me folks.

I have a setup like this on my laptop, runs pretty good for me with Icenhancer

I have a laptop as well, I suggest you get a PC. If you can't get a PC, yes that is a really good laptop (at least compared to mine)! I might have my eyes on that laptop!

Ok, I have a question, if you don't want to or aren't planning on upgrade(ing), would a tower be suggested? Because honestly the HP Pavilion (above) kills my Compaq CQ57...

Not really, unless you want to run it on low. You should be worried about things beyond GTA IV now, anyway. There's a 5th one coming out that's going to be even harder to run.
