And how do they know you're hiring a prostitute? Do they boot it while you're in the car with them? If not, I could see some decent challenges on the grounds that it isn't illegal to park in prostitution-heavy areas.

You forgot to factor the part that there is a government conspiracy to create zombies and unleash them on us and they don't want us to be able to drive away before they can get their testing data about the outbreak so they can properly use it against aliens.
