Heres a update/fix:

 

I have NO Timecyc mods installed at all, and never have.

 

I took the GTAIV timecyc.dat (......grand theft auto ivGTAIVpcdata) and copied it over to EFLC (...Grand Theft Auto IV Episodes from Liberty CityEFLCpcdata) and TBOGT (...Grand Theft Auto IV Episodes from Liberty CityEFLCTBoGTpcdata) and the result:

I have yet to revert back to my old vehicle pack. I swtched to this one thinking it may have been the cars doing it. I have no idea how/what changed within the .dat but its fixed now. Hopefully other people having this problem can fix their game using this method also. Thanks to DarthWound for giving me some great help in the process.

 

This also just started happening to me yesterday. I started the game and thought things didn't look right and then I saw this thread. My lights aren't as dull as yours but they aren't what they use to be either. What ended up fixing it for you? what .dat file?
