In my post before I said, but here.Took the timecyc.dat from GTAIV and put it in EFLC and TBOGT. (see below) Heres some screenshots with the cars I posted before to show it wasnt the cars themselves.

Heres a update/fix: I have NO Timecyc mods installed at all, and never have. I took the GTAIV timecyc.dat (......grand theft auto ivGTAIVpcdata) and copied it over to EFLC (...Grand Theft Auto IV Episodes from Liberty CityEFLCpcdata) and TBOGT (...Grand Theft Auto IV Episodes from Liberty CityEFLCTBoGTpcdata) and the result: I have yet to revert back to my old vehicle pack. I swtched to this one thinking it may have been the cars doing it. I have no idea how/what changed within the .dat but its fixed now. Hopefully other people having this problem can fix their game using this method also. Thanks to DarthWound for giving me some great help in the process.

Still using the visualsettings.dat from ELSv6 in these screens. Using Cj24's cars here, still using stock ELSv7 ELS.ini and default_config.ini I dont have any sound mods or TimeCycle mods installed.

Yes, both TBOGT and EFLC VisualSettings.dat's are the same now. Replaced the ELS.ini and default_config.ini with the stock versions and still have the "faded" look as before.

This was all done before. Read only is still un-checked for everything. I did go into TBoGTcommondata and I did replace them with the ELSv7 VisualSettings.dat. I didnt do it for TLAD, since I dont play it. The result was that the lights look more faded as seen here:

I have a problem that just started a few days ago with ELSv7. It was working fine before with the same settings so im not sure what's causing it.
