I can't for the life of me figure out how to use Spark IV, but when I try to use it my game always crashes and I don't know why so I am wondering is there a way to download police car sirens and police officer skins without Spark IV. There is one other thing I might be using the wrong Spark IV so if there is no way to mod the sirens and the skins can someone give me a link to the current Spark IV, my GTA 4 version is 1.0.7.0.

OpenIV, though you need sparkIV to install sound mods.

When you use SparkIV to replace your siren you have to go to, Audio, SFX, resident.rpf. When in Resident.RPF, Import HORNS.IVAUD in there and save. 

 

Edit: Forgot to add if you installed the siren correctly, you shouldn't crash

Once you figure it out its real easy just follow the tutorial crawford posted and youll be like well damn *insert facepalm*

I use OpenIV. Alot more stable (at least for me) then Spark IV was. Spark would constantly crash on me. Only downside to Open is that you can't change audio files..that I know of at least.

I use sparkIV when I have to import multiple files as well, as audio files. I use OpenIV for changing skins. If OpenIV does have a way to import multiple files, I could really care less.

You can install sound mods with openIV just change the file EX: HORNS.iv... to HORNS and it will import no problem

When you open SparkIV just scroll down to models and click on cdimages from the drop menu and click on componentpeds.img.  Once thats open just hit import find the file of the skin and hit open, save, and rebuild.

Nope for sirens & sounds I have to use SparkIV :| Only thing that keeps me from trashing it xD

Thank you everybody I was able to get them to work with no problems and I am really happy that I now know how to use Spark IV and Open IV so thank you everyone helping me out and for some reason my game would crash every so often but now its stopped crashing when I downloaded the siren for some reason so I'm also thankful fo that.
