Which tool to use ?

The rectangle tool? lol I dunno why your results would get pixelated, because the liveries in modded GTA IV cars are at an absolutely huge resolution.

Try using the Pen tool for stroking. One for the Blue, and one for the yellow.

Look at this video on using the Pen Tool.

Try making a path, and stroking it twice: once with the wide one, then with the narrow one. That's what I used for a similar (though less extreme) effect.

Using the 'Warp Text' tool introduces unacceptable distortions (and the spacing seems poor). Is there a way in Photoshop to make text like in the screenshot? I also tried using pen and shape tools but couldn't get it to fit properly.

Draw a path with the pen tool and snap a textlayer onto it. If that's too complicated there's also a curved text tool, you can access it by going to the Text editor.
