Game Now Stutters When Exiting ELS Vehicle While On Duty-stage 3-ASC

I don't know if it's because of the recent GTA update, or my recent update to Windows 11, but i recently noticed that when I exit my ELS patrol car, with Automatic Siren Cutoff with my lights on stage 1 or 2, it's fine. Stage 3 lights, hit Y on controller or F on keyboard i get a quick stutter/pause as i exit. Remove ASC, its fine. this all worked just fine a month or so ago. tried so many tricks with google AI suggestions, nothing fixes it. I'm at a loss. Any ideas?

Also I tried using a brand new fresh install of GTA V with only LSPDFR, scripthookV, simple trainer, Automatic Siren Cutoff, and 1 els police car. Same problem. Remove ASC, no stutter glitch. Never was a problem before. I Dunno..

Rich’s Police Enhancements does the same thing, as well as any other siren cutout plugin. Ive been using it for years, no problems until recently.
