The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

RPH isn't generating a log and I do have several plugins installed. ELS, EUP, parks common, arrest manager, computer plus, ems mod, policer advanced, smart radio and vocal dispatch

That appears to be the Rockstar Launcher that it is stuck on. If you launch just normal GTA V, will the launcher open properly?

Go into the Task Manager and close any background tasks relating to Rockstar Games, Grand Theft Auto V, Social Club, or Steam/Epic Games (whichever version of the game you have). Then try opening the launcher again.
