The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Task Manager says nothing is running. When I try to play the game it gets stuck on the rockstar screen then says “A game is currently running. GTA V Legacy is currently running. By choosing to exit, GTA V Legacy will be quit and any unsaved progress will be lost.” But there is no game running

I had the same issue before, and for me it was RAGE not matching my GTA version. Updating RAGEPluginHook to the latest version fixed the loading screen hang.
