The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

OpenIV gives error when I try to put oac files in my game 90% of the time

Its missing a sound file, that's the error its giving you, however reading along it don't make sense what you sre trying to say

Try copy the original vehicles.awc from x64- audio- sfx- Resident.Rpf then paste it to mods- x64- audio- sfx- resident.rpf
