A file or files are corrupt somewhere, most likely mods folder...

Try
1. Verify Integrity of Game Files
2. Rename the Mods Folder Again (if naming it back to _mods works, then delete your mods folder and start fresh again)

No worries glad i was helpful! I've never experienced this issue with shv but i've experienced it with my own game i've created which all i had to do was update DirectX

The issue isn't ScriptHookV it's the AdvancedHookV.dll itself - i have this issue els hasn't work for nearly 2 months for me. But if you tap ok on that the game will load remove the AdvancedHookV.dll and you won't get that error neither will ELS work i've been trying for weeks but the author needs to update it

Update!!! Got it working I missed the bit about applying permissions to the entire folder aswell as the GTAV.exe for my local user, did that and its straight in, thanks for your assistance

Fixed it. It was a vehicle that was acting weird so i deleted the files.

Because nobody here has to help you, but some kind and nice people do so when they have the time. Perhaps your attitude is what's causing people to avoid your thread.
Anyway, your game is not getting to the point that LSPDFR is even loading, so your issue is not RPH or LSPDFR related. Likely your mods folder or another modification.

Disables your mods folder entirely.
To get them back all we do is rename it back.

By the sounds of it you haven't installed ScriptHookV - a requirement not included in the install.

Update RAGE 🙂 

1. Navigate to mods/update/update.rpf/common/data/levels/gta5
2. Right click vehicles.meta and select Edit.
Is that not working? Make sure you have Edit mode enabled (Look at the top right of OpenIV)
3. Find the sheriff model
4. Find <diffusetint> for that vehicle and replace that with "0x00FFFFFF".

Send me a screenshot of your C:\Windows\Microsoft.NET\Framework folder?
this is from someone i know and my brother had the same problem and he fixed it for him.

Also ive noticed the XML files you put in Patchday14 , you need to put them in (GTAV/ ELS/ Pack_default.. if you dont have els download this 
 
Delete the ones out of Patchday14ng and put them into Patchday22ng but only the YTD & YFT files only and that will work.

Put files into Patchday22. i did what you did and thanks to Charlie he's helped me with everything and couldn't ask more from him.. so put all vehicle into Patchday22 and you wont get errors

To go in the RAGE settings and do this open RAGE like you usually would while holding down shift!
Or you can press the gear icon when you open it 🙂
