The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Can ULC be used for SP? If so, is there a tutorial on install? Appreciate everyone in advanced. I am currently modding using LML and just making a NON ELS car ELS but when you do that it only has one light pattern and I would like to change some. Thanks in advance everyone! And I would like to  be able to use the cool features I'm seeing on fivem servers.

I recon there is a modification on 5mods that allows conversion of FiveM lua ressources to SP. 
 

About the idea of editing light stages of a non ELS converted to ELS car, I’m not sure if that’s possible at all.

 

You may want to look at DLSv2. Together with livelights, you can edit the lighting patterns of non ELS cars.
