You can make skins in paint.net, or you could download skins already made by others: http://www.lcpdfr.com/files/category/17-vehicle-textures/

 

To install vehicles, you'll need Spark IV or Open IV. Both are good, but I find Spark IV to be a bit more user friendly and simple.

 

You can find many tutorials on Youtube if you have trouble, or you could ask on here.

I would recommend a program like Photoshop, GIMP, Paint.NET.

They do way more and everything except for Photoshop is free. It just takes some getting used to.
