I am wanting it in maybe either a NYPD style paintjob w/ New Liberty State Police on it, and maybe the Unit # could be ESU-234B ?

I'm thinking either that or pure black paintjob with low priority markings that say "New Liberty State Police" and "ESU" on it somewhere..

By low priority I mean faded text so it is seeable but not if you just glance"

Sorry I don't know the problem of your paintjob not loading. And the license plate says New Liberty State Police.
