I've searched EVERYWHERE for a tutorial on how to install a 100%Completion save for GTA IV PC, but 1. I haven't found one, 2. I cant figure out how to install them.... If anyone could tell me how to install one for PC, that'd be great!

I have a 100% save game and many others do. What you can't do is save your game while on duty, otherwise the save file is corrupted

Yea. I save my game sometime with no issue, as long as you are NOT on duty (as C13 said above) when you save, you will be totally fine.  If I scooped up a lot of funds while on duty (don't ask...) I'll save game as I usually have to see Armando right after I start my next shift so I can pickup a nice M4 and MP5.  Seems I can't keep my arsenal when I sign in for duty and money goes fast.
