Partner Doesnt Help

My ride along partner from UB doesnt help out or move when he gets out of the car. I have to literally knock him over and he will move to the car that I pulled over or help chase a perp. If I dont knock him over he just stands next to the passenger side of the patrol car. Any ideas?

There are not a single car on the free-way that slows down to 45. Each and everyone are speeding..
