The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

 I can't help much with first post but about second: I think ambient peds at mission row won't change his apperance by simply modified .xml file. Their info and apperance probably is scripted at mission row rpf file - I don't remember full path for this for now but at evening I will post here info with path

You cannot change him into EUP peds, or make him wear EUP outfits. 

 

You can only replace him with single-player cop models. If you want him to look like EUP MP peds, check out PEDS Overhaul, as it replaces all default cops with eup-looking officers. Be aware that you cannot customize their appearances.

Could I remove them and use the AmbientSpawn from LSPDFR instead? I want to have a desk sergeant there for the immersion (don't really care for any animations, unless that is possible and just not documented)

Set "Ambient.DisableAmbientGameCopSpawnBlock" to false in lspdfr.ini

You will get what LSPDFR decides to spawn, can't change that.

 

Unless disable LSPDFR ambient spawn and edit the spawn point in CodeWalker. Which is complicated especially for MP map interiors.

Can I still change the model in this:

to the freemode model and then change the outfits to the ones in outfits.xml instead of cop_presets.xml?
