Do you have a ScriptHook log in your root GTA folder?

It does that when you open up the settings, mark them to load on startup, save then launch like normal

Follow this guide on how to install add-on cars, then go into lspdfr/data/agency.xml, scroll down until you see the highway patrol agency you have, then I would recommend making a new Loadout field, naming it Patrol Unit, then adding the vehicles by their YFT model names into the Vehicles field, like how it is done in the Motor Unit loadout. Make sure to include the peds too. A more detailed version can be found on the wiki documentation.

Have you tried redownloading Forestry Callouts as well as Grammar Police?

GTA vanilla scripts are under the .ysc file extenstion

Update: I put the "gameconfig.xml" in both "update.rpf/common/data" and "common.rpf/data" the same and the game now allows me to add vehicles like normal. I am currently working to try and get the vehicle I really want in the game to be in

Looks like you are missing "worldPeds.data" from External Police Computer

You need to install a clean version of GTA to play GTA Online. My recommendation is rename your current GTA Folder to "Grand Theft Auto V - LSPDFR" and then redownload GTA 5.
