I downloaded gameconfig and Pack limit adjuster and now my game wont open

I try opening the game, and it crashes right as I click story mode. I get a popup that won't disappear and then I delete it and the same thing happens but without a popup. I'm trying to get cars and their lights to work. Do I need to redownload GTA and then redownload Lspdfr if so can someone give me a good tutorial to get lights on their car? I also tried to download this car pack (link underneath) and it won't work after following the correct directions on 3 different videos.

Rename mods folder to _mods and try again. If game will work, then you defently did something wrong while installing cars/gameconfig/Pack limit adjuster

Also for working sirens with that pack you have to install ELS and SSLA, just in case if you don't know that.

will this allow sirens to work on my car because in every car/carpack I've downloaded the sirens don't work?

Also do you have any good youtube videos on how to install certain cars cause everytime I install a car I cant get use it inside the game and my simple trainer wont work
