The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Randomevents.ymt disabled?

While running LSPDFR, the ambient police chases doesn't spawn.   I had lowered the interval and they spawn often in default story mode.

Those ambient events really helps with immersion.   Can it be re-enabled or integrated into LSPDFR?

There seems to be only 2 event types.  Really hope police activities from randomevents.ymt and new types of crimes can be added to ambient events in the future.

A few LSPDFR Plugins add extra ambient events while patrolling, such as Immersive Ambient Events, and Ransom Ambience; as those are the most updated ambient events plugins without severe performance drops.
