As Yard1 said: "The rank progression system is not and probably never will be implemented. You can't have a lower rank as there are none!"

That's all LCPDFR can offer.

 

Try out some other mods like Braveheart's Policing Script which adds new callouts and vDH Police Helper which can be used for roadblocks, bait car operations and more (you still need LCPDFR).

 

Or you can wait for LCPDFR 1.0 which adds a lot of new features :)

Begging answers from moderators certainly won't do any good or give you the answer. Best would be to give the devs their time and let them finish up on their own time so we all get to enjoy a finished, quality product that they so kindly volunteered to do for us.
