The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Is your current game version 3028?  Have you verified integrity of your game files through either Steam / Epic / Retail?  

Then last but not least, do you have a mods folder?  If you have a mods folder, it may have an outdated update rpf that is reading off of an older game version.

First, let's start by updating GTA V. To update your GTA V, delete your GTA5.exe and verify your game files.

How to verify:

Spoiler

GTA V Steam

Steam Library > Right click GTA V > Properties > Local Files > Verify Integrity

GTA V Retail

Rockstar Games Launcher > Click GTA V > Click Settings > Verify

GTA V Epic Games

Go to your Epic Games Library > GTA V > click the three little dots > Manage > Verify


Once you have done that, re-install manual LSPDFR. Then try launching RPH again.

Just btw RPH reads the game version of the GTA EXEs not anything in the game files or mods folder...

Oh, good news then.  I had always thought it was needed to update the mods folder after a GTA 5 update.   

@MichaelYoder -  No need to update your mods folder if you have one.  Just stay with the one you have.  Just listen to the others that provided the tips here.

Sorry to be clear there are times you need to update your mods folder.

This particular update you did not need to - it depends on exactly which game files the GTA update effected.

What I was saying is that this specific error from RPH would not pop up in relation to outdated game files only in relation to outdated EXEs

Again your mods folder will not cause an error from RPH regarding game version. If you are still getting an error please upload a screenshot of the error.

This is because you did not follow Bastion's earlier advice.
Update LSPDFR/RPH https://bit.ly/3A9CIhX 
DOWNLOAD THE "MANUAL INSTALL" VERSION, copy and paste EVERYTHING in the zip except for the licenses and lspdfr folders (you can ignore them) into your main GTA directory.
