That's not the problem i think from ELS..

Played with ELSv4 and it crashes also.

I use police cars from BxBugs.

And if i don't play LCPD:FR it doesn't crash..

LCPD:FR spawns more police cars than usual, thats why it crashes. It IS a problem of ELS and highpoly cars. LCPD:FR is not directly the issue, as it works perfectly with default cars.

3) You said that LCPD:FR spawns more police vehicles then normal. So, can you change how many police vehicles he spawns? :)

No. It doesn't spawn "more" it just spawns them to a different rythm, like in pursuits. It is not an LCPD:FR issue. If you have problems with it uninstall your shitmobiles, as Sam would say.
