Try to start gta first, once you're ingame,start rph

 

It also could be an permission issue, add your whole gta folder as an exception in your anti-virus and in default windows antivirus

I tried to launch the game but it crashed loading before I even activated the rage pulgin

OK so it's not a problem with rph or lspdfr, instead it's caused by mods or corrupted game data

Have you added or changed anything before the crash?
