Trying to launch LAPDFR after the update to rage pluginhook and I'm stuck on this screen never goes anywhere. Is it because there is not an update to scripthook yet?

Should not have anything to do with Script Hook as the game would not launch properly.  Could be that something is being blocked by your AV or Firewall though. You could try white listing the main game directory for GTA 5 and see if that helps.  To learn how to do that, just search on Google how to whitelist exe files.

Would something block it even though it's never blocked it before? I've never had the issue until it updated 

Couple things to try:

1. For the time being, remove ScriptHookV.
2. Rename mods to _mods and see if RPH will launch.
3. Ensure you have only installed the most recent download of LSPDFR. Not the version of RPH from the RPH website.

Renaming the mods folder worked. Can you tell me what that does?

It disables the mods folder. Please see below.

If renaming your mods folder stopped your problem - something in your mods folder is causing your issue. Either a mod you installed or a file you edited. You can try revert the most recent thing you changed. Or you have to restart your mods folder, as it is impossible for us to diagnose what's actually causing the issue. The only other thing it could be is if you recently installed a large amount of addon cars you may need to install a custom gameconfig/heapadjuster.

Could it be that some of the mods in there require scripthook and sense there is not a new update for that yet it was causing the mods to not work.

Nothing in there would "require" SHV.
