The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

No "mods" file?

For some reason I don't have a "mods" file in the GTA file so when addons tell me to go into a file called mods and a bunch of other files there just isn't a file called mods. I'm using the Rockstar Launcher for GTA instead of Epic or Steam so idk if it's that. Can someone help?

It looks like you have yet created a mods folder. To do so, simply right click anywhere in your GTA V main directory and create a new folder. Set its name to mods and copy & paste both the update and x64 folder into that newly created folder. Make sure you don't move them there instead of copying them over.

If you don't have a mods folder then you probably didn't install OpenIV.  You don't need it when you are starting out on lspdfr but once you want to start replacing or adding vehicles and some other stuff you will need OpenIV.  When installing OIV it will ask you if you want to create a mods folder if you don't have one.  Say yes and it does it for you.  If you don't have OIV then don't worry about it.  Just do exactly what Lenny said above.
