It allows you to check the speed of other drivers etc, and tells you when they are speeding.

Strobes is good really for non-els users to make police responding a bit more interesting. Basically it is highly customisable and allows you to set the headlights and the indicators to flash (not wig-wag but strobe as you'll see some police cars do irl). I tend to only strobe the indicators though, sometimes strobing the headlights is a bit much.

Ah I see. Is it a bit pointless if your cars are all ELS compatible then?

Yes, and there will be key conflicts if you don't reset them.

Also, the first person mod may be of interest to you.

There are also a few scripts out there to make more crimes happen in the world, such as the abandoned vehicle cleanup (vehicle thefts) mod and the criminal acts script that makes various things happen (people pickpocket you and steal your car, sometimes very annoying).

can i use them whit lcpdfr.

will the steal my cop car also?

Yes. I've had peds pickpocket me while being arrested and I've had someone steal my police car once. LCPDFR and those other mods can't interact with each other so some funny things do happen and you can't initiate a traffic stop with the vehicle thieves.

so i installd all of them beside the criminal script see no reson for that cant arest them so its just for looks but i can be wrong

any more of this sorts mods out there :D

found a bit thanks to google but better to ask here :P

Pretty sure you can arrest them, just not traffic stop them when they are driving stolen cars (same with wanted persons in Braveheart's policing script).

I usually pin them against a building and yank them from the vehicle

This is a must: http://www.gta4-mods.com/script/less-overtaking-f15306

This makes every LC driver wait at least 25 seconds before they try to overtake you in a traffic light.

So basically this fixes the problem, when you were waiting in a traffic light and some car stopped behind you after about 5 seconds the car behind you tries to overtake you and normally breaks your cars rear bumber/rear lights.
