Whenever I try to load EUP menu, it will not load.

I tried loading it 3 times, it failed every time and here are the logs

You are missing files for it.

Make sure you installed ALL files for RagePluginHook; EUP menu and RageNativeUI.

For some reason, when I have EUP menu load on startup, it works with no issues. I only got this when I was trying to load it in-game with RPH console.
I should have all the latest files for RPH, EUP menu, and RageNativeUI.
I would double-check and reinstall RPH, EUP, etc. However, since it works now when I load it on startup, I will not bother.
